Where can I partner with an advertiser where the advertiser is paid based on results?

I want to pay the advertiser based solely on how many customers reference that advertiser. I primarly need print, radio or tv sources for this. On the web, there are plenty of ways to drive traffic, but it is mostly based on click-throughs. I need someone who is willing to get paid based on conversions.
