Check out this link from the Library of Congress. It's a searchable database of the legislative journals. There are two boxes, one for Congress, select the one with the dates you want, and below that, select the Senate.
I'm not sure about the Chief Justice's opinion on the Alien and Sedition Acts. The material I've seen indicates that he was sent to Britain to negotiate the impressment issue.
I'd investigate his letters, if he put something like that in a letter, and possibly the opinions of the court, though I don't know if the laws were challenged during his tenure of office.
