Where can I find the download for the iphone 4.0 software update?

I am trying to download the Meebo application for my iphone but it says "This application requires the iphone 4.0 Software Update"....Where can I find it and how do I download it to my phone...Do I have to be on my iphone to do this?...Please be very specific...Thanks!

Well go to apppplee and download it any!!
