where can i find photo editing software?

i need to merge 4 photos into 1. where can i find software to do this. I am trying to make an add and it only allows me to post one picture. but i have 4 products to sell. so i need to make 4 photos in one big picture.
 
you can you use photoshop
or you can use gimp
either one will work just go to open then choose the 4 pictures you want.
add a layer and add the photos into them by copy and paste then resize and save
