Where can I find information about standards or codes for rental apartments in...

...Washington State? I live in a rental apartment in Washington State. I just received an electric bill for $130.00. My husband and I tend to have high electric bills anyway (I am always freezing and he is always on the computer) but this is the highest I've ever even heard of. I'm almost certain that it's due to our automatic heaters trying to compensate for the complete absence of weatherproofing in our place.

We had a big snow and freeze a few weeks ago, and our weatherproofing is so bad that our sliding glass door froze shut due to the condensation. I'm wondering if our landlords are responsible for maintaining higher standards than that by some sort of building code or if we are just S.O.L. for not inspecting the place more thoroughly before moving in. I don't want to move again right now, as I have a six month old baby and we have already moved twice in the last year, but we can't afford to spend our whole winter with electric bills this high.

I'm just hoping someone out there knows about building or landlord codes in our area since I haven't found much information in my search.
