Yes, you do get what you pay for. BUT if you don't have the money, you don't have the money, right?
We were in your position a few months ago, but we found the money for these things. For DJs I would look on craigslist.com in your area. I found quite a few cheap ones there.
For photographers, you can also check craigslist. But I was going to go to the local college and speak to a photography teacher to have him/her announce in class that there's an opportunity to photograph a wedding. Students have to build their portfolio to get jobs in the future, weddings are like gold for them! I was going to hire two to make it more likely we'd get good pictures. I had already found one photography student who was willing to take the pictures and charge us only for the film and developing costs on the condition that we gave her permission to use our pictures in her portfolio. Even if they did want to be paid for their time, it wouldn't be the average $100-150/hr professional photographers charge around here.
