Walmart & Target sell cheap toy bikes & would know a real bike if you ran over the salesman with one.
You're looking for something that today is kinda specialized & harder to find. I've seen plenty of 28x1.5 (only 1/8" bigger - should be happy with that).
Nowadays everything is 26", 29" or 700c, with 24" for the smaller crowd.
