Where can I find a site-building tool that lets me edit the HTML and add JavaScript

for free? I was hoping it'd be up-to-date HTML/JavaScript editing, because good ol' Weebly.com's doesn't seem to work with Styles.
I'm totally fine with having to write out all of the HTML myself, I know most of it and I'm learning more and more about JavaScript every day.
