Do you want to just print one umbrella? Sounds sort of like it. If so, not sure exactly who can do that but you might check out Shutterfly, Flickr, Kodak and other photo sharing services that might offer promotional goodies that can be customized with images.
If you are looking to customize and print a batch of umbrellas for marketing purposes there are lots of promo houses out there that will do that kind of job on that type of 'substrate' (how's that for a word!). But they typically have bulk minimum print requirements with the price per unit going down as the quantity goes up.
