Where can I find a hotel that accepts these conditions?

For my 19th birthday in April I wanted to throw a hotel party in Manhattan, NYC for one of the parties. I'm trying to find a hotel in the city that will allow about 10-12 people in 2 rooms and smoking is allowed in the rooms. And too much noise wont be made but I don't want to go to a place where a litte sound will make the next door call front desk and complain about it every 5 minutes. I am also kind of looking for a place where the room will maybe cost around 150 or less. My friends are mostly 19-21 and the oldest is 22 so we won't do serious damage. Lol. I really hope someone can help meee.
 
You can get away with anything if you don't tell them. I know...I'm bad, but still. 5-6 people in a room? You tell them and you're out on your ear. Just ask for two rooms, double beds and smoking. Find an adjoining room if you can so you don't have to walk the halls. When making the reservation, ask for your rooms to be as far away from the main hall/receptionist desk as possible. Also, get a lower floor. People trying to sleep below you will get annoyed with your music, dancing and whatnots.

I would tell the 22 year old that she/he is in charge. If the cops do get called on you and find underage drinkers, the only adult in the room CAN go to jail if the minors are drinking.

About your serious damage.....Kids your age do the most damage. You will need a credit card to secure the room or you might not get two right next to eachother.
