Where can I find a FREE FULL VERSION download of an art program?

ok I have like a fairly slow computer, and I'm really into art and what-not.

I need 100% FREE, SAFE, AND TRUSTWORTHY program that I can use.

like something that can make transparent backgrounds, animated icon things, ect. :) everything a creative teenage girl needs.
