i am 13 and when i grow up i want to be a graphic designer. I want to start on 3D design to be the best when im older but i don't know where to get the stuff. PS. Im at a 50-100 dollar limet

Hi im currently taking a Computer and Video Game Design course at uni, and at your age if your looking to get a head start try downloading a Free 3D design Program such as "BLENDER FOUNDATION"

this will give you a way to experiment with a program that has many of the same features of the industry standard 3D studio Max and oter programs

Learn HTML and download google sketchup, there both free, once you've learned HTML and can make a page in notepad your going to get somewhere with the 3D side of things. Make some random stuff in Google Sketchup, anything. Build anything, i've tried building the stargate. This will help you understand the building enviroment as well as the way a standard script works. Once you've masted HTML and feel confident in Sketchup, Move on to profesional things like, 3DS Max and other 3D Graphics Editors. If you own a COD game download Radiant and make some levels, it encorporates both script and design. Check out flash CS4 as well.
