I would say either walmart, online or at a thrift shop. But in my opinion online would be the best place to get fish equipment. It would probably be around 10-15 dollars for a nice filter. A heater would be about the same price. A tank on some online sites would be about 60$ for a 70-80 gallon tank.

If you buy a set it could be expensive and a savings, depending on how you look at it. If you just want to buy the tank one month, then buy the gravel or what substrate you want the next month and so on.
It all depends on how you can afford to buy an aquarium and how large you want to start off with. If it were me I would go with the largest tank I can find that would fit my living space.

I've noticed due to the worsening of the us economy that many pet stores have been closing down, and the owners sell off their wares for much less than retail.
Walmart has decent priced aquarium products, too bad I can't say the same for the livestock.
Check pet stores for bargain bins and discounted items.
If you don't mind buying used equipment you could find a diamond in the rough, I have bought used filters and all you really have to do is change the filter media and it is good as new.

Wal-Mart is a good choice and so is K-Mart, you might be able to get away with Pet Smart or Pet Co or something
