Where can I buy an unlocked iphone?

I was browsing on google looking for an unlocked iphone to send to family overseas. Came across this site where people post and reply, sort of a forum site. There I saw some Micheal Dipson guy advertising a lot of things for really cheap prices. Among them was an iphone 3g 32 gig for $300. I sent him an email inquiring about the phones, and he quickly replied that his company has this promotion right now and thus the cheap price. He also wanted the payment to be via western union and he had no actual web site for me to look at. I am pretty sure that this is some sort of a scam. Is there a site that I can report his email address for other people not to fall for this scam? like a BBB (better Business bureau).
As to my original questions, does anyone knows if it's possible to buy an unlocked iphone and for how much?

Don't mind Jakflak. He is a blue boy and makes a lucrative salary on my dime. Thus telling someone to pay for a $1000 iphone is stupid. The best bet is eBay. And for the record DO NOT buy from this guy. See if you can set up a pay pal account. Its free but you need a credit card or debit card. You're paypal account insures you up to a certain amount.
