Where can I buy a pre-paid credit/debit card with PayPal?

I want to buy a pre-paid Visa or MasterCard with PayPal that I can use to shop online (I don't really need the plastic, just the info). I saw the PayPal plugin (generate a one-time use MasterCard from your PayPal balance) but that's gone. I was looking for something similar, or at least anything I can use to shop online.

P.S. I'm 16, I can't apply for PayPal's debit card, etc.
