where and who do I report shady workplace conditions/procedures to?

I was employed at a place where they asked us to sweep up the floor and then with our bare hands (zero dust pan) pick up the trash from the floor and put it in bags even the tiny little particles of dirt and dust on the floor we had to pick up with fingertips sick! isn't that illegal? was told they didn't have any dust pans...also the backroom is like a fire hazard hardly any moving room found a razor blade on the floor employee bathroom disgusting!!! very poor management... I did quit but feel bad for the ones who really needed the job and shut up and put up with all this! how can I help them out?
