When you get a Sprint phone in the mail, does it come activated?

On the website it just says, Activation fee is waived, and when I talked to one of the Sprint reps he said that if I get it offline there's not an activation fee and if I were to buy it in the store (which I obv didn't) then it'd be $36, but since the first one is the one that applies to me, does that mean when I get it in the mail it should already be activated and ready for use? Or will I need to make a phone call or something first
I got a new plan, too
