When writing php do I have to enclose normal html tags inside the php tag?

I'm wondering can I write a web page out in html without using the php tag surrounding the html tags and save the file as a .php and will it work perfectly? Ie. The page looks and works the exact same as if it was saved as a .html file.

If this works I will intend to be adding in some php scripts surrounded by the php tag and I would also like to know if the web page will still work perfectly?
