When will the v40 firmware of Nokia 5800 XpressMusic be release in the Philippines?

And why is that the philippines doesnt have the v40 firmware update while other neighboring countries do have the update?? my phone is made in china..And I use Nokia Software Updater to update my phone but it says that v31 is the latest but in other countries they have v40 which have kinetic scrooling.. that is very unfair of them....
