When will America see "oil speculators" return to wall-street stock market

and chum up the "supply & Demand "? To say 150-200 a barrel,,,,,,,that's good profit and from there up to say 250 barrel then 300 barrel
supply can be restricted to manipulate high demand like conditions and shortages.....So when is the return of the " Speculators" ?????
im sorry the question must have been to hard for politics gas prices are only up 13 cents in one week here in Florida!!!
