When was the climate change debate?

I've only started paying attention to this topic for about 7 or 8 years, and one thing I've continually heard from the CC (climate change) supporters is "the science is in, the debate is over". I've been asking myself, and now I ask you "When did the climate change debate take place? And who was involved?", because I still have a lot of questions about it that haven't been answered.
Back when the first Earth Day was started in 1974, the leading scientists believed that if we didn't do something about climate change the Earth would freeze over, because that's what their research said. Isn't that grounds to at least make sure we're right this time?
And what is the temperature of the Earth supposed to be? How was this answer found? How has the solar cycle been discounted as the source of the warming?
