When was The Ballad of the Sad Cafe set?

It was published in the 50s but I can find nowhere on the Internet with when it was meant to be set. The town is quite backwards and prejudiced but there is homosexuality. It has a feeling of the depression but no mention and Miss Amelia is rich. There is a mill where everyone works.
