When they say the new Chevy Camaro has 400 h.p,does it really?

How do the tell the car has 400 hp....Do they assemble the first car and put it on a dyno or do you use a basic running block on a dyno stand?Did it have all the smog stuff?The a/c and the power steering pump?
 
the new ss was put on the dyno from a couple different mags they all got around 400 at the wheels Gm claims 400 at the crank so actually the horsepower is higher than 400.
