...pre-existing conditions, who pays? Will the people who enroll in the high-risk insurance have to pay the full cost of providing their benefits?

Or will this plan be subsidized by tax funding?

WITHIN THE FIRST YEAR OF ENACTMENT

*Uninsured adults with a pre-existing conditions will be able to obtain health coverage through a new program that will expire once new insurance exchanges begin operating in 2014.

When you have a program for people who ALREADY HAVE pre-existing conditions, won't the benefit payouts be INCREDIBLY EXPENSIVE?
