When should I apply for college?

Do you mean you're a junior in high school?
You apply in fall of your senior year.
You should work on the application ahead of time, preparing things like essays, information, application fees, etc.
Check deadlines. See if the college offers early admission or early action.
Most applications are now online, but some colleges may still required paper documents.

Also, look into other colleges. Start to visit different colleges, so you can get a feel for the schools. Think about what you want to study and which colleges would provide a good education for you.

Look for the "good fit."

As far as the test situation, I would say wait if you think you can do better on the test. Applying to a college your junior year isn't going to help your chances.
 
If you plan to retake the test then wait. But dont wait too long because you want to be accepted as quickly as possible that way you have time to look for scholarships and stuff.
 
I just got a 20 on my ACT and I meet the acceptance level for the college I want to go to. I'm only a junior in college and I want to retake the ACT during my senior year. should I apply early now or wait till I retake it?
