When is the best time to buy a gaming pc (or the parts for)?

I was just wondering ... since I am quite poor.

I want to eventually be able to get a system that can run most of the current games at max settings without a problem

but I have no need to get it now or later

so i was wondering... when should i buy the parts? any recommendations?
