when i scaned an image into my computer and opened it with paint wanting to color it?

when scanned image black and white and opend with paint i wanted to color it. it would show all colors in paint pallet but when i clicked on red or any color and put it on an area in my scanned image it would be gray

why?? do i need to change format ???
let me know please
