Click Start, type in bluetooth and load the bluetooth program.
Its on and able to receive signals now.

If you are Completely unable to start a bluetooth connection even after that do these things:

Try to read the user manual yourself first to learn how to turn on the bluetooth radio

hit window key + R

make sure discovery is on if you want to partner it with another device
 
my control panel either. HELP? i have an aceraspire 5920, (if it helps). i want to know how to enable/make it discoverable.
