When I hit the brakes... (1996 Acura 3.2TL)?

When I hit my brakes, there is some weird grinding noise coming from the car. I am not sure how to explain the noise clearly, but I am sure that it is made by some rotating part. I checked the brake clips and they are fastened on tightly and are not the problem, and there is nothing rubbing against the brakes or rotors, not that there would be! At high speeds the noise is not that bad and sometimes non-existing. But at lower speed (under 40mph or so) the noise is obvious and it sounds like the torsion bars are going bad and need to be replaced.

What do you think it could be? and what are some other possibilities? Also, can you please also include in your answers how much does it cost to fix the problem?

I just had new brakes put on my car and had the rotors re-surfaced! The problem is occuring on a 1996 Acura 3.2TL!
