When I go to crank my car and move the gear shift, it gets stuck! MECHANICS PLEASE

HELP!!!!? I have a 96' Hyundai Elantra w/ an Automatic Transmission. When I put the key in and crank the car I notice 2 things. 1st, I go to put my foot on the brake and move my gear shift and it doesn't move. It takes sometimes up to 15-20 min before it unlocks itself and YES, there is no sound of the brake clutching when it is locked and I've pressed it. Also, some instances when I reach my destination and put the gear back in park and go to turn the car off and take out the key, the key gets STUCK in the "ACC" position. 2nd, a very loud and annoying screeching sound is made which I know is a belt issue, but I just recently in the last 4 months had 3 different belts changed for the same reason and I can't figure out which one this is. Another consideration which I know is bad, i've needed a transmission flush of the fluid for about 7 months now, just have not been able to get to it. Is that possibly adding to the damage?? If you know the solution to either problem it would be most helpful.
