When driving my 1994 Honda Accord my brakes won't release and my car basically just...

...stops on it's own.? It seems like every time I tap my brakes the calipers won't completely release from the rotors. After a few minutes it becomes very hard to drive, and I have to push the gas pedal to the floor to even go 20-30 mph. I pull over and both my front wheels have smoke billowing out of them, and it smells like something is burning. I've taken this to a mechanic who bled the lines, and it worked fine for 2 days driving, and now it's doing it yet again.

Originally my brakes were slipping, so I took it to a mechanic who replaced 2 calipers, the buster, the master cylinder, and then attempted to replace the ABS, but in the end we opted to remove the ABS altogether.

Any experts out there know what may be causing my car to not release the brakes when I take my foot off the pedal?
