when do we need to start to worry about our 21month old not talking?

he is a happy healthy 21 month old...he says about 5 words and babbles.

I know many many toddlers dont talk till much later...and boys in particular (for some reason)

what i want to know, is when do I get concerned? what COULD this be a sign of ? what should I be on the lookout for??
