When changing tie rods on a ford escort should I change both inner and outer?

I have a 1995 ford escort 1.9 liter

recently I was in for an oil change and

it was recommended that I change my tie

rods. Are they talking about the outer

tie rods or should I change both inner

and outer and how much time and/or

tools would I need to them myself.
 
I wouldn't change them if they are not worn out. You will need a special socket to change the inners. Pretty much just a wrench and a hammer to change the outers but either way you will have to have it aligned.
 
Take the car to an auto repair shop and have them check the tie rod ends. The oil change places are run by idiots that try to sell you parts that you do not need.
