When buying a car what should the final price or out the door price include?

When I ask for a final price is that before sales tax, registration fees, etc. Or is it possible to ask for a final price with all those fees in there?

If that's so, are the prices on sites like yahoo autos for national average of the price paid final prices with all other expenses included or before tax and extras are included?
