when applying for subsidized housing does TANF count as income?

im applying for a subsidized income apartment, its asking me for income verifications - wages, SSI, child support, etc.. it asks if there is any income not listed above... should i list my TANF as income or leave it off the application? I barely get enough TANF a month to pay for my car.. with nothing left over

should i list it or leave it out?
