When a mobile phone is unlocked will it work in any country?

I've just bought a cheap mobile phone for when I go on holiday to India. It has come with a T-Mobile SIM, and it locked on T-Mobile. When I go on holiday to India I will use Vodafone India. If I unlock the phone will it accept the Vodafone India SIM Card?
