It's illegal not to wear a seat-belt in a car, therefore you can get pulled over and probably get a ticket. Though I find it funny/hypocritical that the same rules don't apply on transportation buses and sometimes in school buses. I just went to Florida and had to take a few buses to several theme parks. 1)they have no seat-beats 2) they shove everyone in. I don't think that's safe, so why does the law not apply to buses?! What do you think about it?!
