What's wrong with Toyota?

I have a 1997 Toyota 4-Runner, it's been sitting in the driveway for about a year and hasn't started at all since then. The first problem was faulty wiring in the steering column which we replaced and now have no problem with.

When I turn the key I hear it clicking, but the engine doesn't turn on. We charged the battery beforehand so we know it works but when we try to turn the lights on only the headlights can be seen--the accessory lights remain off.

My friend thinks it has something to do with either the starter, the solenoid, the fuse box or perhaps more wiring problems with the steering column. I'm aware that there could be many problems, but in your opinion what do you think?
