Whats wrong with driving with a blow up doll in the front seat of your car?

A driver got pulled over for driving with a blow up doll, fully clothed in the front seat of his car, only problem is that he was driving in the carpool lane. The officer confiscated his doll, took all its clothes off, gave him his clothes back and put the doll in the back seat of his cruiser. Then he charged the driver.

When people get pulled over and alcohol is found on them the officer either pours it out, then throws the bottle away or he lets the driver store the alcohol in a more appropriate area. Never once have I heard alcohol being confiscated, and stored in the evidence room for petty reasons. So why take his doll away from him as "evidence?"
