What's with these WHITE HIGHLIGHTERs?

I've come across several writing instruments that have a pen or marker on one end and something that looks like a white / clear highlighter on the other side. But what the heck does it do??? It doesn't 'erase' what is written with the other part of the pen. It does not 'highlight' anything, because it is clear. I don't get it.
