What's with the rolled up pant leg on bicycle riders?

Lately, my friend discovered a phenomenon on the streets: some bicycle riders have one of their trouser legs, usually the right one, rolled up when they are on their bicycles. I have never noticed this until she pointed it out to me; and neither could I explain to her the reason behind this. A guy in my apartment building wears his jeans with the right trouser leg rolled up to just below his knee. I felt it stupid if I asked him about this. Can anyone explain why they do this? (This is in a city in the Netherlands and bicycles are a common sight here.)
I don't think they do this where I come from. Is this for safety reasons or health reasons?
 
they do this so that they do not get there pants dirty or caught in the chain and you also only see people with the right leg rolled up because most people ride rhd wich means right hand drive so there chain is on the right said if they have lhd it is the opposite do you understand it now? hope this helped you out.
 
When someone is riding in long pants, they often roll up their pant leg to prevent their pants from getting grease stained from the chain.

I usually just ride in shorts, unless it's really cold, then I will wear tights which won't slap against the chain. Another option to rolling up the pant leg is leg bands which will keep the pants tight to the leg.
