What's with Reggie Miller not making the Hall of Fame ballot?

According to info provided on Yahoo Sports, (See link to story). Reggie Miller is not one of the finalists for this year's Hall of Fame ballot. He needed seven out of nine votes in committee to make the final ballot, but apparently didn't get enough support in his first year of eligibility. It shocks me, considering the great player that he was. One of the greatest shooters of all-time, deadly accuracy as a three point shooter. In my opinion he's the best shooting guard never to win an NBA Championship. What are your opinions on Reggie Miller? Why is he not considered a first ballot Hall of Famer? Who on the list of potential candidates had more of an impact? As I said, I'm stunned!

Checking basketball-reference.com mystifies me as well. Looking at his player page shows a 5.5% probability of him making the HOF. They also rank him the 190th best player of all time. Boggles my mind.
