What's up with tutoring?

I just feel like it's unnecessary, unless it's for the "right" reasons. I do think that when a student is underachieving when they are capable of more, a tutor could be the right thing for them to give them a little extra boost.

But now, I keep I seeing kids who are trying their hardest and earning a B, which I find is perfectly acceptable if they did try their best. And they have tutors to just shove them up into the A category when the student, by him/herself, is truly only capable of an B. I feel like this A they earned with their tutor is a lie compared to students who can achieve an A independently, without any help from outside of the classroom.
