Whats the movie called where the cartoon is made out of sugar?

I remember when i was a kid that there was a movie or tv show, i am incompletely certain, where a small child was made out of sugar! and i love this movie but i can not for the life of remembered what its called. I think it was made in the 90's maybe 80's. If you have any clues please let me know! thanks
