What's the law on smoking cigarettes in Massachusetts?

A friend of mine told me it was legal to smoke cigarettes if you're under 18, you just can't buy them. Is this true?
 
Even though tobacco is a drug, and there are laws preventing its sale to minors (as with alcohol), there does not appear to be any similar law about a minor smoking the cigarettes in public.
Add this to things that make no sense at all.....
