What's the fastest way to get a PHOTO-identification/Non-Driver License?

Hello,

I would like to know what's the fastest way to obtain a photo-ID. I live in New York and would like to know what's the fastest way of obtaining one within probably 2-3 weeks, if it's possible.

I'm thinking a non-driver license in the state of NY would be good, or is there something else?

I might also move to California and would like to get into a bar with a proper ID. Thanks :)
