I suggest that you go to a local bike shop where the people there know how to fit the bike size and needs especially for you.
No chain store cheapy bike that you have to assemble, or their inexperienced back room employees just bolt together. They won't properly fit you.
When I was looking for a bike, the shop measured me, let me ride several models and fitted the bike frame size and handle-bar length to my body. Then they adjusted all of the parts and cables.
1/4" off will make a tremendous difference in how the bike feels to you.
