Whats the difference from an iTouch and iPhone?

So I am thinking of getting an iTouch or iPhone and the iPhone I know is the same price as the iTouch and it has a camera in it. If I get the iPhone without the phone service and plan will there be anything different? Will I not be able to go on the internet? Or will it just be like using an iTouch without having the phone service?

I am also purchasing the new product through apple so it can have engraving =)
