What's the difference between a cd/dvd burner and a cd/dvd writer?

I am looking online for laptops and I saw an option for a cd/dvd burner. Then it said I could upgrade to a cd/dvd writer and it gave some different info and stuff and it was a higher price. What's the difference here? I thought a burner and writer were the same thing.
