Whats the deal with iTunes cover art?

I got cover art through iTunes yesterday for an album that I had downloaded. It didn't prompt me that I was being charged for it or anything, is that because it was free or because its a flaw in the system? Basically, when you search for cover art through iTunes store are you going to have to pay for it? (They have all my payment information through my account on iTunes...)
 
If you download music from iTunes it will cost you but you get album art with it but if you upload files from your computer and click "advanced" from the toolbar then "get ablum art" it wont cost you nothing but you need a iTunes account and and internet connection.
